Another way of thinking about this would be that "who controls the switches" is, as I suggested in class, the essence of most political questions about and in relation to the Net. "Network neutrality" is a phrase generally, but mostly non-specifically, denoting limitations on the control exercised by TSPs and other large-scale routing providers, including the platform companies. So, unfortunately, all controversies about the power of "telecommunications service providers" to control endpoint behavior as well as collect it can be---and often are---phrased in terms of "network neutrality," thus making it hard to force the regulated parties to discuss the specifics of the practices to be regulated or prohibited.

There are battlefields around the globe for net-neutrality - let's see how this one shakes out.
